Lug goes onto tube, builder marks the contour of the inside of the lug onto the outside of the tube, then one cuts the resulting curve to create the miter necessary to provide a suitable intersection between this tube (the downtube) and the one to which it will be bonded (the headtube).

Simple enough; got it? Good- there are several more miters to mark and cut before the frame gets brazed.
